IRCC has issued 21200 Invitations to apply to seek permanent residence in Canada during the first quarter of 2019. The figure is 3,700 more in comparison to the invitations issued in the first quarter of 2018. In 2019, 3900 candidates received the invitations in the first draw conducted on January 10. In 2018, the total of ITAs issued in the initial draw was 2750, and in 2017, it was 2902. Also in 2019, four draws issued 3350, and two draws issued 3900.
Another feature was that in the first quarter of 2019 the minimum CRS score requirement declined to 438. This is the record low CRS requirement since the final quarter of 2017 where the CRS requirement was 436.
PNP's selecting Express Entry candidates
Also in the first quarter of 2019 provincial nominee programs were busy. The Canadian provinces selected many EE candidates by using the dedicated streams. Based on the three-year plan of immigration of Canada for 2019-2021, the immigration target of PNPs as a whole for 2019 is 61,000. It will increase to 71300 in 2021, for the new admissions.
Human Capital Priorities Stream of Ontario conducted a large draw during the first quarter of 2019. Moreover, it issued 1,493 Notifications of Interest to EE candidates in the CRS score range between 439 and 448. Nova Scotia Nominee Program also conducted two draws in this period catering to the EE candidates through the Labor Market Priorities Stream of Nova Scotia. It attracted accountants and financial auditors in the first draw with a CRS score in the range between 400 and 450. In the second draw of March 20, It attracted EE candidates who spoke French as a first language.
Additionally, there were draws for selecting EE candidates by other provinces like PEI, Saskatchewan, and Manitoba. The SINP held three EE draws issuing 515 invitations were issued to candidates who had a registration in the Expression of Interest pool.
