Quebec Can Increase Immigration Levels to 44,500 in 2020

Quebec has a plan of welcoming 44,500 fresh immigrants next year which is a substantial increase from 42,000 seen in 2019. This was announced by the immigration ministry of the province on October 30.

Quebec Immigration is Progressive 


There is also a plan for issuing 24,700 Selection Certificates to potential new permanent residents. After a reduction in immigration target in 2019, the government run by the Coalition Avenir Quebec intends in gradually increasing its numbers to the level of 2018 by 2022.

There was a reduction by CAQ in the immigration target, from 50,000 observed in 2018 to 40,000 for the present year. This was a result of the promise by the party under Premier Legault, made in the 2018 election campaign.

As per the plan put up in the Quebec Assembly, the major increase will be in the Family as well as in the Economic Classes.
The target for 2020 is 26,300, in comparison to 24,300 for 2019. In the immigration in Family Class, the target will be 10,200 for 2020, which was 9,400, for 2019. The target for Refugees stays same at 7,500.

The target assigned to Quebec Selection Certificates will remain stable or slightly decline in comparison to the target of 2019. Quebec issues The CSQ document and candidates take it subsequently to the federal government for ratifying their permanent residence.

CSQs will be issued in the range of 20,100 to 24,700 and comparatively this year the figure was 24,500.

Skilled workers will receive in the range of 12,500 to 15,000 CSQs next year and in 2019 this figure was 14,900.

The new immigration plan was announced along with immigration changes in Quebec.

Other changes were as follows:


• Suspension of applications in Quebec Immigrant Investor Program, 

• Introduction of the Quebec value test for fresh immigrants, 

• Changes in requirements for Quebec Experience Program
