Quebec immigration announced the draw details under the new Expression of Interest system, Arrima.
The draw issued 444 invitations for applying in the Quebec Skilled Worker Program on Aug 19th, 2019 and the profiles were considered from the Arrima as on Aug 15, 2019.
The following criteria were necessary for the candidates to get the invitation:
The Quebec Skilled Worker Program application has to be in the old system that was terminated, as a result of the Quebec Bill No 9.
Their filing of Expression of Interest in Arrima before Dec 17, 2019
The following were the set of situations:
- The terminated application was presented as per the section 5.01 Regulation that respects the selection of overseas nationals, or
- They stayed in Quebec on June 16, 2019 holding the study/work permit.
This draw was the third to happen in Expression of Interest of Quebec, and it has totally sent 1,394 invites to date.

Working of Quebec Expression of Interest
1. Submitting the online Expression of Interest profile by Candidates to MIDI
2. Profiles enter the EOI pool, where they get a ranked and validity of 12-months
3. These Profiles are classified in two categories with the first for candidates living in Quebec or having the job offer and meeting criteria, and the second for candidates that lives outside Quebec and meet its criteria.
4. Additionally the top ranking candidates receive the Invitation to Apply for Certificate of Selection in Quebec under the QSWP.
Quebec conducts episodic draws, and invites candidates to submit an application to get the Quebec selection certificate.
5. Candidates receiving the invitation get 60 days for submitting the complete application. All Approved candidates that receive the certificate of nomination apply for permanent residence in Canada.
Norms for Quebec Expression of Interest
Also the candidates get a rank based on factors like age, education, language ability, work experience, and time spent in Quebec besides having the valid job offer.
The authorities also consider qualifications of spouse or partner. As per the statutory decision on Aug 1st, 2018, in the first category there are candidates who:
- Have a valid job offer outside the Montreal Metropolitan Community;
- Have a valid job offer in the Montreal Metropolitan Community;
- Presently living in Quebec and:
- Having the post-graduate work-permit, gained subsequent to the graduation from an eligible Quebec program where the diploma attests 900 hours instruction, and the diploma of college studies attests 12 months of studies full-time, besides an undergraduate degree of 12 months of studies full-time, or a graduate degree like the masters, special graduate diplomas or a PhD degree or
- Having the work permit that is valid for 12 months and full-time work in Quebec for 6 months
The ranks of candidates are based on these criteria:
- Proficiency in any other language
- United States or Canada Work experience
- Qualifications of the Spouse or common-law partner:
- A good level of education and French language proficiency
- Level of education and proficiency in French
- Level of education and proficiency in French plus work experience in US/Canada Or
- Overseas work experience proficiency in French
- Overseas work experience proficiency in French plus work experience in US/Canada
Additionally in the second category the ranks of candidates are based on the following criteria:
- Proficiency in any other language
- United States or Canada Work experience
- Qualifications of the Spouse or common-law partner:
- A good level of education and French language proficiency
- Level of education and proficiency in French
- Level of education and proficiency in French plus work experience in US/Canada Or
- Overseas work experience proficiency in French
- Overseas work experience proficiency in French plus work experience in US/Canada
Points Available Under the Quebec Skilled Worker Program
Such Candidates that are selected to apply for obtaining the CSQ in QSWP have to pass a threshold among the selection factors that is 50 points for candidates with single status and 59 points for married candidates.
