The Province of Quebec has recently passed a few immigration reforms, affecting the intake of professionals. Alternatively, as a contrast, the other provinces in Canada have a plan to welcome newcomers in increasing numbers. They intend to use the Provincial Nominee Program for three years intensively.

The Role of PNP


Moreover, the PNP, allows all the provinces and territories that participate in it in nominating many overseas workers to obtain permanent residence in Canada every year. For the present year the PNP target is 61,000 immigration candidates. The figures for 2020 are 67,800 and for 2021 - 71,300.

This week, Quebec scrapped several pending applications submitted to the Quebec Skilled Worker Program through a new legislation passed by the provincial government.

The province took the decision for reducing immigration levels in this year by 20 percent.

Ontario and British Columbia Allocations in PNP


Nine provinces and two territories in Canada join in the PNP. Ontario and British Columbia have a high job vacancy rate in Canada during the first quarter of the present year. These provinces will get an advantage in this year, as the nomination allocation, is the highest in the PNP.  Ontario has a target of 6,900 and BC of it was 549 6,500.

The beneficiaries of around 50% of the nominations in 2018 using the Ontario Immigrant Nominee Program were those candidates who had a profile in the federal EE system. It is the major source in Canada to attract the overseas skilled workers. It administers the pool of candidates for selecting them in: 

• Federal Skilled Trades Class 

• Federal Skilled Worker Class, 

• Canadian Experience Class, 

• A portion of the PNP

Its way of working


All the successful Express Entry candidates obtaining the provincial nomination get 600 additional points in their rank score. This is a sure and effective way to get the invitation to apply to seek permanent residence in Canada.

There are 3 immigration streams in OINP with an alignment with the Express Entry system.

These are:

1. Human Capital Priorities stream

2. Skilled Trades stream

3. French-Speaking Skilled Worker stream

These allow the OINP in searching the Express Entry Pool and list the eligible candidates meeting the eligibility criteria. The program invites them to apply and obtain the provincial nomination seeking permanent residence through the Notification of Interest. The HCP Stream was active and also issued 2,565 NOIs in this year to the Express Entry candidates. The share of Skilled Trades Stream was 732 NOIs and for the French-Speaking Skilled Worker Stream it was 549. 

Submitting a Profile


The norm to get a consideration in the Ontario Express Entry streams is that the eligible candidates have to submit an EE profile.
